Bio: David Allen, Ph.D. is the Senior Director of Human Health Sciences and Operations at the International Collaboration on Cosmetics Safety (ICCS). In this role he is responsible for the strategic development and management of the ICCS human health program along with overall organizational operations. For more than 20 years, Dave has served in a variety of leadership roles focused on the development and implementation of alternatives to traditional animal-based test methods. He has participated on international peer reviews, expert consultations for new and revised OECD Health Effects Test Guidelines for alternative test methods and served as the President of the American Society for Cellular and Computational Toxicology, President, Society of Toxicology – In Vitro and Alternative Methods Specialty Section and in 2017 received the SOT Enhancement of Animal Welfare Award.
Abstract: The safety of cosmetics products and their ingredients must be demonstrated to ensure protection of human and environmental health. With both legislative restrictions and ethical concerns associated with traditional animal testing, ICCS brings together experts from cosmetics manufacturers and suppliers, industry and research associations, and animal protection organizations to drive greater global awareness and confidence in demonstrating cosmetics safety with non-animal new approach methodologies (NAMs). But doing so requires the integration of NAMs (i.e., in silico, in chemico and in vitro approaches) into a human relevant, exposure-led, and hypothesis driven approach known as ‘Next Generation Risk Assessment’ (NGRA). NGRA is a tiered, iterative framework that begins with problem formulation, collection of existing information and generating an estimate of external exposure. In vitro hazard characterization and internal exposure estimates can then be used to determine a margin of exposure, which ultimately informs either a high or low risk conclusion. This presentation will explore efforts within ICCS to develop such human relevant, animal-free approaches and applying NGRA to the safety assessment of cosmetics.
