Bio: Fabrice Nesslany is expert toxicologist ERT (European Registered Toxicologist). From 2010 to 2021, he has been the head of the toxicology laboratory of Institut Pasteur de Lille, France and Research Director, participating in numerous research programs (>75 peer-reviewed publications). During 18 years, Fabrice has been nominated as expert toxicologist in Health Agencies (French Agency for Food, Environmental, and Occupational Health & Safety, French Agency of Human Health Products, French High Council of Public Health) as chairman of the Working Groups “Nanomaterials and Food”, “Plants”, as vice-chairman of the “Expert Committee for Food Chemical Risk Assessment”,... ; French Representant in for the Expert advisory group on the N-nitrosamines issue (EMEA). He is also currently an expert at OECD. Finally, Fabrice was the President of the French Society of Toxicology from 2019 to 2022 and since 2023, he is a Member of the Nomination Committee of EUROTOX.

 

Abstract: In this course, we will first take a brief look at the Regulation (EC) No 1223/2009 which applies for cosmetic products in Europe, since July 2013, with the key point being the animal testing ban. There will also be a focus on selected categories of ingredients which might pose a risk to human health (e.g. colourants, preservatives, UV-filters, hair dyes), and for which a safety evaluation is done at the Commission level by the Scientific Committee on Consumer Safety (SCCS).

 

With the ban on the use of data derived from animal experiments in place since 2013, we will discuss the technical, methodological and strategic advances that have been made to produce sufficiently solid scientific data on which the SCCS can base its scientific opinions. In that view, focus will be on the use of the Read-across approach and on the Next Generation Risk assessment (NGRA) that uses new tools and NAMs (New Approach Methodologies) to build an exposure led risk assessment to enable decisions to be made. Case studies will be presented to illustrate their uses.
